Legislative Decree 141/2010 established the OAM (Organismo degli Agenti e dei Mediatori) to supervise operators in Italy's credit and payment services sector. Anyone distributing financial services on Italian soil has to register — it isn't optional.

Holding the licence means proving integrity, professionalism and organisational soundness, checked through periodic reviews. Operators that fall short can be struck off the register.

Without OAM registration, you can't act as an agent or distributor for payment institutions authorised by the Bank of Italy: it's the first legal box to tick — for the operator and for anyone relying on them.
